Annette Kelly is Head of Libraries Development in the Local Government Management Agency. She is the library advisor to the Minister for the Environment, Community and Local Government and is responsible for the development of library strategy at national level. She is the Chair of the National Authorities on Public Libraries in Europe (NAPLE) .
