Summary: Digital transformation is halted by the EU Commission's proposed copyright directive, according to Patrick Krassén, The Confederation of Swedish Enterprise, and Karin Linder, Swedish Library Association.
The draft directive limits the possibility of using text and data mining to research organisations and that it may only be done for research purposes. Journalists, independent researchers, cultural heritage institutions, individuals and companies would all benefit from the possibility of using TDM in materials that they have legal access to.
The Commission proposes exceptions to extend the scope for using copyrighted materials in education. Educators outside of the regular education system, such as libraries and cultural heritage institutions, would however not benefit from this exception which is very unfortunate.
