Valentina Bondesan

Valentina Bondesan

Valentina Bondesan works in CSBNO - CultureSocialità Biblioteche Network Operativo, a special consortium company composed by the libraries of 32 towns in the north-west of Milan metropolitan area,as Head of Innovation and Development of Library Networks and Referent of the Network of Networks.

She is Coordinator of local library systems in Lombardy in cooperation with CSBNO. She draws up and manages plans and processes for the relaunch and re-qualification of library networks.Since September 2018 she is part of the AIB Observatory on Censorship and since 2019 she serves as member of the Public Library National Committee of Italian Library Association. In 2019 she contributed to the birth of RdR – Rete delle Reti, an association of public library-networks around the country.

Today she is a member of the National Committee of RdR and she is involved in implementing new solutions for libraries to better serve their patrons. Her work also addresses the lack of state guidelines and the relevance of collaboration in library policies.

Annalisa Cicerchia

Researcher, Italian Institute of Statistics, Italy





Annalisa Cicerchia is a cultural economist. She works on impact evaluation of cultural policies, cultural indicators and the relationship between culture, art, health and well-being. Since 2017 she has been leading a line of research on culture at the Italian National Statistical Institute in the Laboratory of Transformations of the Welfare State. She is one of the founders of the Cultural Welfare Center.

She is part of the editorial staff of the journal Economia della cultura, of which he has edited several issues. For more than 20 years she has held university courses on the management of cultural activities (Roma Tor Vergata), and has taught statistics for cultural policies at RomaTre and at the National School of Administration. She is the author of numerous books, research reports and scientific articles.

Eléonore Clavreul

International relations, Bibliothèque Publique d’Information, Paris, France








After having worked in public libraries in Parisian suburbs, Eléonore Clavreul then worked for the French Ministry of Culture on subjects relative to the economy of books.

She now heads the delegation of the national and international cooperation of the public library of information, in Paris.

Maarten Crump

Associate Partner, The Alignment House and Expeditie NL, Netherlands







Maarten Crump (47) is partner of The Alignment House. In his career, both as civil servant and as entrepreneur, Maarten focusses on creating public value by designing new arrangements in ecosystems. Bringing objectives together, aligning organisations and meeting the need of the citizen combined with serving the greater good. In 2013 Maarten was the founder of ‘bredebieb’ (the ‘broad library’): a community of public libraries preparing themselves for tomorrows societal need and developing new services. In 2020 Maarten started the movement of The Third Space (the hybrid translation of the third space) and Expedition public libraries together with EBLIDA: a platform for European public libraries for creating external sustainable funding from the core of each library).

Marina Encheva

Associate Professor, University of Library Studies and Information Technologies (ULSIT), Bulgaria



Marina Encheva is an Associate Professor at the University of Library Studies and Information Technologies (Bulgaria). She holds Master’s degree in Library and Information Sciences and PhD degree in Information Retrieval System from Sofia University “St. Kliment Ohridski”. Dr. Encheva has experience as a librarian at the American University in Blagoevgrad, Bulgaria and at the Centre for Advanced Study in Sofia. She was also an expert at the Bulgarian Ministry of Education and Science and at the National Centre for Information and Documentation. Marina Encheva has worked on a number of projects co-financed by the European Union, among them: “Distance Learning in Library and Information Sciences and Print Communications” (2012-2014), “Introduction of Electronic Management of Administrative and Information Services in Recognition of Higher Education Diplomas” (2009-2011). In the period 2017-2020, she was the manager of the international project funded by the Erasmus+ programme of the European Commission on “Information Literacy: a Game-based Learning Approach for Avoiding Fake Content”. Dr. Encheva is a member of the European Distance and E-Learning Network and of the Bulgarian Library and Information Association. She was also a member of the Executive Committee of EBLIDA (mandate 2018 - 2021).

Guillaume Gast

Chief Médiathèque Nord, Strasbourg, France





After studying contemporary history, Guillaume Gast takes charge of the digital projects of the Archives of the Bas-Rhin Department (2003-2007). He entered the world of libraries with the opening of the André Malraux library in Strasbourg, where he was in charge of the Arts and Comics department and the Illustration Center (2008-2016). After becoming Curator, he studies at the INET within the Gerda Taro - Robert Capa promotion (2017-2018). Since July 1, 2018, he has been the project manager for the future Nord library of the Eurométropole of Strasbourg.

Theo Kemperman

Director Public Library in Rotterdam, Netherlands


Dr. Theo C.M. Kemperman has served as director of the Rotterdam Public Library since March 2015. He has a broad professional background in culture, education and science and has founded as well as directed several museums in the Netherlands. For the 12 years prior to becoming director of the Rotterdam Public Library, he was active as an independent management consultant for various cultural, governmental and corporate institutions.

In recent years, Kemperman and his team have worked on a number of major dossiers, such as resolving difficulties resulting from the privatization in 2013 and replacing the classic ‘branch’ policy with a new 'presence' policy in the city, while reversing the previously planned reduction in the number of branches. The central library’s new Erasmus Experience was opened by the King of the Netherlands in 2016. The administrative structure is currently undergoing a total reorganization; happily, not motivated by cutbacks but rather with the goal of realizing major qualitative improvements. Meanwhile, preparations are being made for the total renovation of the iconic Central Library, which also houses the library system’s administrative offices.

Kemperman is chairman of the national committee preparing the IFLA-WLIC in Rotterdam in 2023, postponed from 2021 due to COVID-19, and is an executive member of the board of the Dutch Association of Public Libraries.

Katrīna Kukaine

Director of Development department, National Libray of Latvia




Mag.geogr., spatial development planner, specialized in historic environment, works in the National library of Latvia as strategic development specialist, for a time as the Director of the Development department. Before worked many years for the National Heritage Board, from 2014 till 2020 as the Deputy Head. Previous education in communication sciences, specially – media ethics. Worked in the French Embassy in Latvia in Cultural and Education division, leaded the elaboration of the Library (mediatheque) in the French Institute in Riga (1999-2006). Member of the Baltic Sea States Monitoring group on Cultural Heritage protection (2007-2014), member of the international Steering group for elaboration of the nomination for UNESCO World Heritage list „Viking sites in Northern Europe”. Member of ICOMOS Latvia, Board member from 2014, since October 2020 President of the Board. Author of several publications on cultural heritage and spatial planning.

Antonios Mourikis

Librarian, University of Athens, Greece




University librarian in the Library of the Athens University of Economics and Business (AUEB), since 1996. Holds a Bachelor in Library Science and Information Systems from Technological Foundation of Athens (1992 – 1997) and an MSc in Information Systems from Linnaeus University, Sweden (2016 - 2018).

Worked on several projects such as the project of digitization part of library’s collection and the creation of digital repository and sub-project in developing and enriching of library’s collection, both were funded by the EU in the Library of the AUEB and in a project that had been funded by the EU and the Greek government in creation and organization of libraries in public Institutions of Vocational Training in the library of the National Organization for the Certification and the Qualifications and Vocational Guidance.

Stefano Parise

Vice-President EBLIDA & Director, Milan Public Library, Milan, Italy







Director of the Milan Public Library system, used to be president of Italian Library Association between 2011-2014, member of the EBLIDA Executive Committee member (2015-2018) and EBLIDA Vice President (2018-2021). Recently elected as member of the IFLA Europe Regional Division Committee.

Spaska Tarandova

Executive Director, Global Libraries Foundation, Bulgaria



Spaska Tarandova has been working in the library field for more than 28 years, most of them at Sofia City Library, including as a Deputy Director for 5 years. In the period 2011 – 2013.

Since 2015, she has been serving as an Executive Director of the Global Libraries – Bulgaria Foundation (GLBF) that works with network of more than 1000 public libraries in Bulgaria to provide free access to computers, Internet and information for all.

In 2011 she joined in the “Librarians of Tomorrow: Communication and Leadership” program at the Mortenson Center for International Library Programs at the University of Illinois at Urbana-Champaign. In 2012-2015 she was the Bulgarian participant in the International Network of Emerging Library Innovators (INELI), sponsored by Gates Foundation.

Giuseppe Vitiello

Director EBLIDA



Giuseppe Vitiello has been Director, EBLIDA since 2019. From 1989 to 2018 he served as Head of Unit, Programme Adviser and Expert in various international organisations: European Commission, Council of Europe, ISSN International Centre, EU-ISS and NATO Defence College. Earlier in his carrier, he acted as Head R&D, National Library in Florence and lectured at the Universities of Orléans and Toulouse. He also held visiting positions at the Hochschule der Medien in Stuttgart and the University of Venice.

With a master in Political Science -international relations, he has post-graduated diplomas in History (Paris, E.H.E.S.S.) and in Library Science (School of administration, Rome). He is the author of six books and more than one hundred articles in library & information science and history of culture.

Ton van Vlimmeren

President EBLIDA





Ton van Vlimmeren is since 2018 President of EBLIDA, the European Bureau of Library, Information and Documentation Associations. He is also active as one of the founders of Public Libraries 2030.

For twenty years he was director governor of the Utrecht Public Library. He held various board positions in the library world and was active in IFLA, in the international network of the Bertelsmann Foundation, and of the Bill en Melinda Gates Foundation. After retiring he became a supervisory director of a social housing corporation and works as an advisor and speaker.
